Synopsis of Answer No. 1:
Venerable Mozhi replies in person to the six questions addressed to him:
He does not have the great holy and virtuous guru status.
He has not yet realized the accomplishment of Gold Button Level 3 or as a non-retrograde Bodhisattva.
He cannot confer inner-tantric initiations to disciples but can perform a borrowed inner-tantric initiation.
He does not accept disciples.
It is he who demonstrated the power that burnt many high monks and virtuous ones with tummo fire in the video titled “Manifestation of Genuine Buddha-Dharma That Is Difficult to See Even in One Thousand Years.”
On that day, a person with the title of rinpoche feared the embarrassment of being injured by the burn and thus dared not enter the field.
Synopsis of Answer No. 2:
To receive an inner-tantric initiation, one must pass two checkpoints, neither of which can be skipped. Getting the agreement from the master conferring the initiation is just passing the first checkpoint. However, suppose you have any doubt or speak falsely to the master administering the inner-tantric initiation. In that case, you have committed an offense to the fundamental precepts. The Buddha or Bodhisattva Yidam will not agree to confer the initiation and transmit the Dharma to you at the second checkpoint. Even if the initiation is performed forcefully, there will not be any beneficial effect at all.
Synopsis of Answer No. 3:
The effect of an inner-tantric initiation is to invite a Buddha or a Bodhisattva to come to the mandala to accept the disciple!! The disciple must be very pious and have made tangible contributions to the Buddhist undertakings!!! Only such a disciple can meet the requirement to receive the initiation. If one presents offerings to a tremendously holy and virtuous guru with the utmost piousness, one can receive the First-Class Initiation of Dharma Affinity with the Yidam; one can also receive the Utmost Precious Holy Amrit to exterminate one’s hindrances. Within 12 hours, this disciple will see the Buddha or Bodhisattva in space in person and learn a supreme Dharma to transform from an ordinary being to a holy one immediately. Synopsis of Answer No. 4:
This answer points out that the best cultivation and dharma practice in this world is the cultivation and dharma practice expounded by H.H. Dorje Chang Buddha III, such as the cultivation and dharma practice in the Supreme and Unsurpassable Mahamudra of Liberation. Numerous eminent monastics and greatly virtuous ones who have attained liberation through learning and practicing the Buddha-dharma of H.H. Dorje Chang Buddha III can be concretely named. No one else can hold the candle. That is the guarantee for your accomplishment and liberation.
Synopsis of Answer No. 5:
This answer clearly expresses the view of H.H. Dorje Chang Buddha III that all sects and schools are equal, and each has its own specialty. The key to learning from Buddha is to abstain from doing all that is evil, to do all that is good, and to cultivate and conduct oneself according to Buddha’s teachings. Once great compassion and good nature are established, one can learn great Buddha Dharma and attain accomplishment quickly and expediently. Why do holy and virtuous ones emphasize dharmic stipulations of the inner-tantric initiations? One reason is to prevent cultivators from following evil masters and charlatans. More importantly, only an inner-tantric initiation can enable the disciple to timely reach and communicate with the Yidam, who is a Buddha or a Bodhisattva. Suppose the initiation is a State Practice Initiation of the Seed of Holy Cause. In that case, the disciple will see Buddhas and Bodhisattvas in space right then and can enter the world of a holy state at any time later.
Synopsis of Answer No. 6:
There are always traitors in any lineage of the true Dharma of the Tathagata. Because the mission of true Buddha Dharma is benefiting living beings, leading living beings to attain holiness, and forbidding deceiving people with evil intentions, it does not agree with the evil masters and charlatans whose purpose is to defraud people for money and sex through transmitting false Buddha-dharma. Because true Buddha Dharma thwarts these charlatans from getting money and sex, they will, of course, oppose it. Therefore, to continue their way of fraud, they will definitely make the only choice: betrayal.
Synopsis of Answer No. 7:
On what is manifest, such as the opening of the crown or the initial state of Xianliang Great Perfection, the “initiation of state practice” and the “empowerment of state practice” seem similar, but they are entirely different in nature. In the initiation, the Buddha or Bodhisattva accepts the disciple in person, while in the empowerment, the Buddha or Bodhisattva just bestows empowerment but does not accept the disciple. Additionally, some people took the manifest phenomenon of receiving empowerment from a Tremendously Holy and Virtuous Guru and lied to their disciples that they were receiving an initiation. They could even be so wicked as to deceive their disciples by saying that it was due to their own realization and dharma power. There are very many people of this kind. They are all ordinary beings plus charlatans. Please inquire at the headquarters; you will learn the specifics immediately.
Synopsis of Answer No. 8:
Some masters deceivingly claim to be able to confer an inner-tantric initiation for their disciples, having received an initiation or empowerment from a great holy master themselves. Attention: anyone who has received an inner-tantric initiation must have a Measuring Vajra Rope. Without this object of evidence, it may just be inner-tantric empowerment or only deceit. To determine an individual’s qualifications, please inquire at the World Buddhism Association Headquarters. No false claim can survive since the complete records exist.
Synopsis of Answer No. 9:
What is “Presenting the Three Vajra Pestles”? The first is the “Earth Pestle,” whose weight is set according to the test candidate’s age and weight. For example, if a man is around 60 and weighs about 170 pounds, the weight of the Earth Pestle is set to be 200 pounds, and he will need to lift it with one arm. The second is the “Heaven Pestle,” which weighs 110 pounds, and the third is the “Dharma Pestle,” which is to be presented by one’s internal power. Both the “Heaven Pestle” and the “Earth Pestle” test and verify one’s physical strength and health. Suppose someone weighs 170 pounds. If the person’s age is around 50, the weight of the “Earth Pestle” to be presented will be 210 pounds. If the person’s age is approximately 40, the weight of the “Earth Pestle” to be presented will be 220 pounds. If the person is around 30, the weight of the “Earth Pestle” to be presented will be 230 pounds. If the person is about 20, the “Earth Pestle” will weigh 240 pounds. If one’s body weight exceeds 170 pounds, for every additional pound of body weight, a pound should be added to the weight requirement of the “Earth Pestle.” Regarding why “Presenting the Three Vajra Pestles” and “Presenting a Petition to a Bodhisattva” are the rigorous stipulations of Dharma required by an inner-tantric mandala, please consult the original text of the answer.
Synopsis of Answer No. 10:
An inner-tantric mandala will become an ordinary mandala and no longer possess any inner-tantric effect after the tremendous holy and virtuous guru who established the mandala has entered nirvana for three years and three months. However, a Buddha hall of true Buddha-Dharma built in accordance with the Dharma has no time limitation.
Synopsis of Answer No. 11:
The person demonstrating “Presenting the Three Vajra Pestles” is a great rinpoche. We are not authorized to tell you his dharma name as you requested. He is a rinpoche and a U.S. citizen.

Synopsis of Answer No. 12:
A master who can confer a borrowed inner-tantric initiation must meet all three major requirements!!! A holy and virtuous one of Gold Button Level 3 cannot preside over an Initiation of Dharma Affinity with the Yidam but can confer a real inner-tantric initiation. However, an inner-tantric initiation must be done in an actual inner-tantric mandala that has completed the practices of Impersonating the Three Vajra Pestles and Presenting a Petition to a Bodhisattva. Otherwise, the disciple will not benefit from the dharma practice.
Synopsis of Answer No. 13:
To attain accomplishment and liberation takes three great asankhyeya kalpas (3.84 billion years). One must also broadly practice the six paramitas subsumed in the myriad deeds. Only inner-tantric initiations enable one to attain accomplishment in seven lifetimes, three lifetimes, the current lifetime, or even the present moment if one could learn the holiest Dharma. H.H. Dorje Chang Buddha III said that as long as you genuinely practice cultivation and Dharma according to what He teaches, you can attain accomplishment in your current lifetime, no matter who you are.
We have not heard of any inner-tantric mandala in the world as of now. Wangzha Shangzun already announced last year that a genuine inner-tantric mandala would be established in the United States this year.
Synopsis of Answer No. 14:
You asked whether H.H. Dorje Chang Buddha III has an inner-tantric mandala. The answer is that He never has one. He is a Buddha; why does He need an inner-tantric mandala? Wherever His Holiness the Buddha is present and transmitting the Dharma, it is an inner-tantric mandala possessing holy siddhi.
Synopsis of Answer No. 15:
Only with the realization of Gold Button Levels is a person indeed venerable. A Shangzun at the Gold Button Level 3 level does not have the absolute confidence to “Present a Petition to a Bodhisattva.” Only a Shangzun above the Gold Button Level 3 level can definitely accomplish “Present a Petition to a Bodhisattva.” Regarding the fact that different people with entirely different accomplishments of cultivation reached the same level of the blue button(s) from the test, please see the original text of answers in the book titled Brief Synopses and Original Texts of the Answers from Holy Virtuous Ones and Eminent Monastics for details.
Regarding the question about whether the Dharma of Empowerment by Avalokiteshvara Bodhisattva’s Great Compassion practiced by a so-and-so person has the lineage of true Buddha-Dharma or is it from a lineage of the descendants of the Mara King, please inquire at World Buddhism Association Headquarters. Otherwise, receiving the wrong empowerment will bring bad luck and suffering.
Synopsis of Answer No. 16:
Why would some people oppose the stipulations of the Dharma regarding an inner-tantric mandala? It is because those who resist are undoubtedly false holy ones and real swindlers. They have no realization of accomplishment to establish an inner-tantric mandala and can only perform fake inner-tantric initiations. They hate the stipulations of true Buddha-Dharma to their bones. If they did not immediately oppose the requirements as soon as they were presented, these people would, before their disciples, expose the fact that they always perform fake inner-tantric initiations and would be unable to cover up their nature as swindlers. Synopsis of Answer No. 17:
Magicians can create an earthquake or something using various kinds of lighting and chemistry. They can make an airplane or automobile vanish or appear. However, no great magician can ever transform a sheet of paper with the disciple’s writings into rainbow light. “Presenting a Petition to a Bodhisattva” can only be accomplished by a master who is a Bodhisattva with the status of a tremendously holy and virtuous one. “Sending a petition” means putting the petition document before the crowd. Without using fire, the Bodhisattva will come from space to the site to take the petition, which will transform into a rainbow and fly away. On the other hand, “burning a petition” is to burn the petition by flame. Any person can do that.
Synopsis of Answer No. 18:
One who realizes the accomplishment of Gold Button Level 1 or Gold Button Level 2 is still at risk of receding from the attained accomplishment. The original text of Answer No. 18 has real examples to explain this fact.
Synopsis of Answer No. 19:
Performing a borrowed inner-tantric initiation entails at least three disciples receiving the initiation. A key element in this process is the ‘Measuring Vajra Rope.’ This rope, used in the initiation, is cut into sections according to the number of people and distributed among them. The Vajra pill will also be ground into powders to be divided among them. A real inner-tantric initiation received by a single person will have a “Measuring Vajra Rope” with a length between 16.5 feet and 33 feet. If the disciple receiving the initiation does not possess a “Measuring Vajra Rope,” the initiation is not a real inner-tantric initiation. The distance between the master and the disciple is measured using the length of this rope, which must not be less than 16.5 feet. Synopsis of Answer No. 20:
Despite its small and hard exterior, the Vajra pill houses a miraculous interior-a Vajra mandala. When the Inner-tantric Yidam enters this mandala, the pill undergoes a wondrous transformation. It changes its size and height, performs an acrobatic skating dance, and manifests miraculous transformations, leaving one in awe of its divine nature.
Synopsis of Answer No. 21:
H.H. Dorje Chang Buddha III has never accepted offerings. Whether one can learn Buddha-dharma is determined by whether one truly has a pious mind. The Yidam Bodhisattva will not approve one who makes a false vow.
Separately, a holy and virtuous one who can only confer a borrowed inner-tantric initiation is not a non-receding Bodhisattva. Such a person may recede from his achievement.
Synopsis of Answer No. 22:
The thin, white facial light between the eyebrows that represents one of the thirty-two significant elegant marks of a Buddha cannot be seen by those who do not possess the karmic condition or speak falsely to Buddhas and Bodhisattvas, who are insincere and have told lies to a Buddha, who are incredibly selfish, who have violated solemn precepts; who are not kind in mind, who are demonic persons or evil ghosts and monsters, and who do not sincerely learn from Buddha to cultivate themselves. In December last year (2017), H.H. Dorje Chang Buddha III manifested His actual facial appearance of a Buddha. The scene was seen by more than 70% of the people present with their own eyes. Each of them observed something different. What some saw was the utmost and penetratingly transparent red complexion with embodied beauty resembling a red coral, while to some others, it was like a brilliant sun, emitting radiance that kept their eyes from opening. As to the thin white light between the eyebrows of H.H. Dorje Chang Buddha III, they saw different types of miraculous transformations. Some people saw H.H. Dorje Chang Buddha III manifesting two completely different appearances within a few minutes. Others did not see anything. The definitions of the thirty-two significant elegant marks of a Buddha are not fixed. This is because Buddhas respond to karmic conditions and manifest according to the species of living beings to save them. The views seen by people can be different.
Synopsis of Answer No. 23:
The “Buddha-bestowed holy Amrit” can only be given by an Equal Enlightenment Bodhisattva, a Marvelous Enlightenment Bodhisattva, or a Buddha. A Great Bodhisattva can, at most, give Amrit through trees or flowers. The difference between Amrit through trees or flowers and the “Buddha-bestowed holy Amrit” is like heaven and earth. Amrit has different types and different holy empowerment, such as:
Initiation by the Utmost Precious Holy Amrit can enable one to become a great holy person on the spot, realizing the state of nirvana with complete awareness.
If one can abide by the precepts in one’s cultivation and practice without violating the precepts in the Amrit Protection Longevity Mantra, the Initiation of the Great Precious Amrit can expand one’s lifespan to 125 years. It can enable one to attain accomplishment and liberation in 12 years and realize the state of nirvana with complete awareness.
Initiation by the Bodhi Amrit will enable one to attain accomplishment and liberation in 20 years, with a lifespan of 125 years. However, one must abide by the Amrit Protection Longevity Mantra precepts. If any violation is committed, one must sincerely repent and correct it within 15 days. Otherwise, the Amrit and its effect will be lost without a trace.
Initiation with the sprinkling of the Bodhi Amrit has only 5% of the effect.
Amrit pills have only 2% of the effect.
Synopsis of Answer No. 24:
One who can “Establish a Mandala through a Slab of Stone” or “Forecast the Future” is truly a non-receding, tremendously holy and virtuous one and has already possessed the cultivated accomplishment of “Presenting a Petition to a Bodhisattva.”
Synopsis of Answer No. 25:
The “Fine Horse Walking Dharma” is an initial-stage holy Dharma. One who practices this Dharma is unable to establish an inner-tantric mandala. One must reach Gold Button Level 3 or above to be able to do that. H.H. Dorje Chang Buddha III expounded the Dharma to tell us that only cultivation is fundamentally essential. If you want to learn this Dharma, find other great, holy and virtuous ones elsewhere.
Synopsis of Answer No. 26:
Venerable Mozhi, who is at the level of Gold Lotus Button, is still unable to establish an Inner-tantric Mandala and can only confer a Borrowed Inner-tantric Initiation. Those famous figures you mentioned are only at the levels of the blue button(s) and possess no accomplishment of realization to establish an Inner-tantric Mandala at all. They cannot perform Inner-tantric Initiations either.
Synopsis of Answer No. 27:
Those masters who teach people must submerge themselves deeply in the sutras and understand the principles of the teachings and the essence of the Dharma. Otherwise, they will inevitably lead people to enter evil gates and descend into the lower realms. It is because they are false masters and complete outsiders to Buddhism.
Synopsis of Answer No. 28:
A venerable title doesn’t imply the person is a venerable one. One must be at the Gold Button level to be a venerable one. A venerable one wearing a lotus button is a truly venerable one. One at Gold Button Level 3 is a Shangzun. The title refers to a great Bodhisattva who is above venerable ones. Regardless of how high one’s status may be, any master at the Blue Button levels has not yet realized Arhats’ states and is not a holy and virtuous one. Such a master can, at most, confer a transmitted inner-tantric initiation and cannot confer a borrowed inner-tantric initiation. Holy virtuous ones at Gold Button Level 1 or above but have not reached Gold Button Level 3 can only confer a borrowed inner-tantric initiation and cannot confer a direct inner-tantric initiation. There are also extremely few holy persons who do not want to disclose their names nor come forward to take the test for the level but are truly holy ones. Still, this type of person must have a holy realization and possess great kindness and compassion. Additionally, with a one-hundred-percent certainty, they possess a few of the Five Vidyas. Moreover, they do not fall into the 128 Evil and Erroneous Views. Otherwise, they cannot be holy ones.
Synopsis of Answer No. 29:
Worldly dharma cultivation refers to the Dharma and cultivation that have not undergone a holy selection or have undergone a holy selection, but the Yidam did not arrive to give His approval. On the other hand, holy dharma cultivation has been approved by Buddhas and Bodhisattvas. Buddhas and Bodhisattvas only bear responsibility for the holy dharma cultivation. If it is a holy dharma cultivation, not one sentence can be changed, or it will immediately become a worldly dharma cultivation and may even become evil Dharma.
Synopsis of Answer No. 30:
Why must inner-tantric initiations be performed in an inner-tantric mandala that meets the two significant stipulations of the Dharma? The reason is to protect and serve cultivators who learn from Buddha and to prevent evil masters and charlatans from defrauding them. Evil masters and charlatans definitely will not be able to present the Three Vajra Pestles or accomplish Presenting a Petition to a Bodhisattva, no matter how cunning they may be. Therefore, they have no realization powers to establish an inner-tantric mandala. Only a true, great, holy and virtuous one or a Great Bodhisattva can establish an inner-tantric mandala. Moreover, only an inner-tantric initiation performed in an inner-tantric mandala can allow the disciple to receive the initiation and benefit from the dharma practice.
Synopsis of Answer No. 31:
Presenting a Petition to a Bodhisattva is, based on the content defined in the petition, to at least invoke a non-receding Bodhisattva to arrive at the site to accept the petition. The great holy master performing the Dharma will cause the petition, placed far away, to transform into a rainbow and fly away before the disciples. The fact the petition is taken away means the content has been accepted and thus is correct. Suppose the Great Bodhisattva does not take away the petition. In that case, the Bodhisattva does not approve it, and the petition is incorrect or evil.
Synopsis of Answer No. 32:
An ordinary Buddha hall is not a Buddha hall of true Buddha-dharma! A Buddha hall of true Buddha-dharma is not an inner-tantric mandala! A Buddha hall of true Buddha-dharma can only be established by a master who has received the Inner-tantric Initiation of Establishing a Buddha Hall. A professional master in building Buddha halls cannot violate the precepts. Otherwise, this master who breaks the tenets will lose the realization power to establish Buddha halls. However, the Buddha hall(s) previously built by this master will not be affected. A master who can build a Buddha hall of true Buddha-dharma must hold and possess a three-colored Vajra rope received at the time of the inner-tantric initiation on building Buddha halls of true Buddha-dharma. An inner-tantric mandala can only be established by a tremendously holy and virtuous or greatly holy and virtuous one. Since no inner-tantric mandala exists now, there is no way to transmit the Dharma of establishing Buddha halls.
Synopsis of Answer No. 33:
The World Buddhism Association Headquarters’ carrying out the tests is to help everyone tell the truth from the false and the good from the evil, lest they be defrauded or deceived. False masters have the following behaviors:
They hold up the signs of great holy ones and great Bodhisattvas to commit fraud.
They demand their disciples to take oaths or curses to pledge their loyalty and do not allow them to follow other masters.
They commit severe violations against Sakyamuni Buddha’s teachings and precepts, forge false Buddha-dharma, fabricate incorrect textbooks, and harm their followers. They are as vicious as vultures or beasts.
They fake to be holy even though they are ordinary. They have neither accomplishment nor virtue; they violate ethical human relationships and snatch offerings by deceit.
When tested on the sutras and teachings, they are exposed as amateurs, for their answers are full of mistakes. They falsely boast of having holy realization and inner power, but in fact, they are nothing but depleted physical strength wrapped in a shell full of sickness. They are downright outsiders to the sutras, cultivation, or the meanings of Buddha-dharma.
Baselessly piece together and give discourses with the heretic view of nihilism to deceive and harm living beings with poisonously malicious effects.
Synopsis of Answer No. 34:
H.H. Dorje Chang Buddha III is the only Buddha recognized by dharma kings and rinpoches of all significant Buddhist sects worldwide in the history of Buddhism. The teachings and dharmas expounded by H.H. Dorje Chang Buddha III are not those of a sect or school linked to a patriarch or a particular vehicle such as Vajrayana, Mahayana, or Hinayana. They treat all Buddhist vehicles, sects, and schools equally. They are in the same system as the teachings and dharmas of Sakyamuni Buddha and are pure and true Buddha-dharma.
Synopsis of Answer No. 35:
Cultivators must use the 128 views to check and verify all masters below but not including Gold Button Level 3.
One’s merit can genuinely be different in terms of magnitude and level. The merit of presenting an offering to or supporting a rinpoche, dharma master, or temple cannot compare to that of submitting an offering to Sakyamuni Buddha. The difference is like that between the sky and the ground. The toddler in Budapest had a highly excellent karmic condition to present a handful of sand as an offering to H.H. Dorje Chang Buddha III. The merit of his pure mentality and action was limitless.
H.H. Dorje Chang Buddha III is of selflessness, humility, and holy purity. He has not said one word of complaint, even though the product Fabisheng, which He invented, was usurped by someone for her personal gain for 30 years. His Holiness the Buddha does not pursue fame or profit and is entirely selfless and free of greed. Besides, the height of His achievements in the Five Vidyas, His bestowing the holy Amrit as a Buddha, and the 32 significant elegant marks of a Buddha possessed by H.H. Dorje Chang Buddha III are all patent evidence that proves H.H. Dorje Chang Buddha III is a Buddha! His good deeds and holy feats are being compiled, which are more than what many books can contain.
