Regarding your inquiries: which temples or temples under construction follow the correct teachings and practice the authentic Dharma? For those temples whose names were handwritten in calligraphy by Namo Dorje Chang Buddha III or the temples-to-be-built approved by Namo Dorje Chang Buddha III, are they all practicing True Dharma? Which Buddhist masters are qualified to perform an inner tantric initiation or holy inner tantric initiation? Here are the replies.
In fact, whether an individual is a Tathagata, Bodhisattva, or Arahat, the Buddhas have established the Eighteen Kinds of Great Dharma for Holiness Selection and Confirmation. By way of them, all frauds will show their true colors easily. Any evil master, whether they sit on the Dharma king’s rostrum, a patriarch of a Buddhist lineage, a repository of sutras and treatises, or who can talk nineteen to the dozen, once put under the Dharma for confirmation, righteous or evil will reveal itself immediately. It is why the impostors dare not try any of the Eighteen Dharmas, because ordinary people will not be able to conduct any of these Dharmas successfully and will expose their frauds under the sun.
Attention: Regardless of their sect or school, all Buddhists who practice, recite, or enter inner visualization of any Buddha Dharma—Dharmas in Exoteric Buddhism or Esoteric Buddhism, chanting the holy names of Buddhas, meditation, śamatha-vipaśyanā, and so forth—must abide by these “Definitive Tenets Imparted by Buddha” at all times. If you violate these Tenets, you will not actualize any beneficial effects or attain any accomplishment from whatever Buddha Dharmas you practice! This is of critical importance! This is of utmost importance!

As early as January 2018, the World Peace Prize Awarding Council and the World Peace Prize Religious Leaders Title Conferment Council came to the resolution to canonize H.H. Dorje Chang Buddha III as the Pope Of World Buddhism, but H.H. Dorje Chang Buddha III refused to accept it. The World Buddhism Association Headquarters accepted the canonization order and the scepter for the purpose of broadcasting true Buddha Dharma and benefiting all living beings. When the World Buddhism Association Headquarters respectfully presented the canonization order as the Pope Of World Buddhism and the scepter to H.H. Dorje Chang Buddha III, H.H. Dorje Chang Buddha III said: “Shakyamuni Buddha sits majestically at the tip of the scepter. We should respect Nomo Shakyamuni Buddha.” Then He held the scepter high above the Head, holding palms with a single hand to signify respect. However, H.H. Dorje Chang Buddha said that He is only a humbled practitioner of cultivation. He sternly refused the canonization and returned the order and the scepter to the two councils.
