Transcript of Speeches Delivered by Venerable Tsemang and Jiaozun Zhengda at the Dharma Assembly Honoring the Holy Birthday of Namo Dorje Chang Buddha III, Held by the Holy Miracles Temple, World Buddhism Association Headquarters, On June 11 and 12, 2022.
The behaviors of Cai Zhen Mei and Yang Hui Jun, barking in the Main Hall and physically attacking others, have inflicted egregious disturbance among Buddhist practitioners. Their words and deeds have atrociously deviated from the teachings of the Buddha. They have violated the fundamental Buddhist code of ethics, morality, and cultivating principles. Meanwhile, the investigation by the Group of the Holy Gurus determined that these two have seriously regressed. Therefore, the World Buddhism Association Headquarters deliberates: We withdraw the Rinpoche status of Cai Jen Mei and Yang Hui Jun and cancel all of their Blue Button and Black Button rankings.
Regarding the inquiry that a particular individual falsely claimed to have obtained permission from His Holiness the Buddha and declared to Buddhist practitioners that Feng shui and fortunetelling can change fortune and fate, the team of Holy Gurus of the World Buddhism Association Headquarters has respectfully submitted a verification petition to Namo Dorje Chang Buddha III. His Holiness the Buddha proclaims, “It is a vicious fallacy against causality and inherently an evil ideology. I have already elucidated the distinction between the righteous and evil of this kind. You are pitiful if you align with evil, and no one can save you.”
The name Vajra master originated from a translation of the Tibetan word Acaryas which encompasses very broad and general constituents. This name embodies various concepts of being a Vajra master and categorically represents different Vajra masters: authentic Vajra master, fake Vajra master, mediocre Vajra master, and holy Vajra master. The differences in caliber between them are like night and day. Suppose a Buddhist practitioner can impart common Buddhist ordinances and doctrines, uphold strict precepts, propagate Dharma, and benefit the public and all beings. In that case, this Buddhist practitioner can be a teacher and in Vajrayana, this teacher is called a Vajra master.
We, the team of Holy Gurus, have respectfully submitted our verification petition to Namo Dorje Chang Buddha III. His Holiness, the Buddha Master, proclaims: “From the lineage of Jiaozun Shih Zhengda, Dharma Master Shih Zhizhuang is the third-generation authentic Buddha Dharma transmission holder of the Great Compassionate Avalokiteshvara Bodhisattva’s Blessing Dharma.
Only a Buddha is the King of Compassion, Free of Any Anger or Hatred, Who Benefits Living Beings Without Any Consideration of Personal Honor or Disgrace

Regarding your inquiries: which temples or temples under construction follow the correct teachings and practice the authentic Dharma? For those temples whose names were handwritten in calligraphy by Namo Dorje Chang Buddha III or the temples-to-be-built approved by Namo Dorje Chang Buddha III, are they all practicing True Dharma? Which Buddhist masters are qualified to perform an inner tantric initiation or holy inner tantric initiation? Here are the replies.
In fact, whether an individual is a Tathagata, Bodhisattva, or Arahat, the Buddhas have established the Eighteen Kinds of Great Dharma for Holiness Selection and Confirmation. By way of them, all frauds will show their true colors easily. Any evil master, whether they sit on the Dharma king’s rostrum, a patriarch of a Buddhist lineage, a repository of sutras and treatises, or who can talk nineteen to the dozen, once put under the Dharma for confirmation, righteous or evil will reveal itself immediately. It is why the impostors dare not try any of the Eighteen Dharmas, because ordinary people will not be able to conduct any of these Dharmas successfully and will expose their frauds under the sun.
Attention: Regardless of their sect or school, all Buddhists who practice, recite, or enter inner visualization of any Buddha Dharma—Dharmas in Exoteric Buddhism or Esoteric Buddhism, chanting the holy names of Buddhas, meditation, śamatha-vipaśyanā, and so forth—must abide by these “Definitive Tenets Imparted by Buddha” at all times. If you violate these Tenets, you will not actualize any beneficial effects or attain any accomplishment from whatever Buddha Dharmas you practice! This is of critical importance! This is of utmost importance!
