Regarding the arrangement of the “True Dharma Buddha Hall” mentioned in your letter, the Office of H.H. Dorje Chang Buddha III’s Announcement No. 4 (June 6, 2009) and Announcement No. 15 (September 1, 2010) provide detailed and accurate explanations. We hope you will carefully read and truly understand them.
If the conditions are met, such as a suitable room at home, a qualified hall builder nearby, and the financial means to afford the necessary Buddhist supplies, then a complete hall can be arranged. When setting up a complete hall, please keep in mind the following:
First, the qualifications of the hall-building master are determined by the World Buddhism Association Headquarters, not by individuals. The middle-level great virtuous masters of the Blue Button Level Three with three Black ribbons are not qualified to be hall-building masters.
Second, if a hall-building master attempts to build the same hall twice, it means that the first attempt was not in accordance with Buddhist canon rules, which further demonstrates that the hall-building master is unqualified. Since the hall-building master is unqualified, his second attempt at building is also against Buddhist rules.
Third, the purpose of a hall-building master to build a Buddha Hall is to help Buddhists better listen to Dharma discourses, cultivate themselves, and practice the Dharma. As such, the hall-building master can accumulate merit. If a hall-building master seeks profit from building a Buddha hall for others, they have violated the precepts. The Buddha hall they build will naturally not receive the blessings of the Dharma protectors. The World Buddhism Association Headquarters will disqualify them as a hall building master if the allegations are verified following an investigation.
